A proposal floated nearly two years ago for a new pier on 15th Street at the Oceanfront has resurfaced with a twist: The city would build and own it.
In new plans, the pier would be a double decker with a Ferris wheel, restaurants and shops on top and fishing underneath, according to Councilmen Jim Wood and John Moss.
Money to pay for it could come from a fund that draws from restaurant, hotel and cigarette taxes, said Wood, who talked about the idea after the council discussed it in closed session Tuesday. The developers could also be eligible for rebates from state and local sales taxes.
It would be open to the public.
