The Borough of West Conshohocken recently sold its sanitary sewer system for $9.5 million to the Borough of Conshohocken Authority. Attorneys Joseph J. McGrory, Jr. and Robert M. Sebia helped prepare the bid documents and helped negotiate the asset purchase agreement. “It has been a complex and challenging transaction, but I am pleased that everything went smoothly at settlement,” said Sebia.

McGrory is currently working for five municipalities selling their sanitary sewer systems and has acquired substantial experience in the complicated and tedious process of selling sanitary sewer assets. McGrory said, “In all of the sales that I am working on, the municipalities are excited about receiving an influx of cash to handle such things as building fire houses, improving parks, acquiring open space and doing much needed repairs to roads and bridges. Instead of an asset that is costing the municipality to maintain, that asset is now monetized and giving the municipalities the ability to do much needed projects that better serve their residents.”

Joseph McGrory is Chairman of the Municipal Law Department at Hamburg, Rubin, Mullin, Maxwell and Lupin, and a member of the Real Estate Department. He has 33 years of experience handling zoning, subdivision, land development and municipal law matters. Joe currently serves as Township Solicitor for Upper Merion Township, Limerick Township, Douglass (Berks) Township, West Vincent (Chester) Township, East Whiteland (Chester) Township, and West Conshohocken Borough. He is also the Zoning Hearing Board Solicitor for Plymouth Township. A past chairman of the Montgomery Bar Association Real Estate Committee, Joe has also served on the Board of Directors of the Montgomery Bar Association. Joe currently serves as Chair of the Municipal Law Section of the Pennsylvania Bar Association. In 1998, Joe formed the Montgomery County Zoning Officers Association and he continues to be its solicitor and a frequent speaker at its meetings. A graduate of Delaware Law School, (J.D. 1983), Joe received his undergraduate degree from Villanova University (B.S. 1980).

Robert M. Sebia is a member of the firm’s Real Estate, Business and Trusts & Estates departments. His practice is focused on Real Estate, Municipal, Trust and Estates law. Prior to joining the firm, he served as a clerk for the Philadelphia District Attorney’s Office and the Cause of Action Institute in Washington D.C.

In the zoning, land use and development arenas, Rob represents a wide array of clients including business owners, home builders, landowners, and developers. Rob is an integral member of the firm’s highly regarded Municipal Law Department.
